The legalization of cannabis has had almost as much impact on workplace drug testing as the Omnibus Employee Testing Act (OETA) of 1991, which first legislated mandatory random drug testing for all employees in safety-sensitive jobs in industries regulated by the Department of Transportation (DOT).
